Kodaka has made clear that he wants to see what another writer would do with the series, and Spike Chunsoft started hiring for modelers for a new DR game a MONTH after the English release.
No way it's gonna be four years for the next game. Four years maybe not but I believe it will still take time. I mean, they have to write a story with complex murder ideas and they are pretty good to find them but a game take lots of time to create.

The creator of Danganronpa has stated that the story that took the longest to create was V3 at 1. The actual development takes about 1 year thanks to the fact that the games aren't that graphically intense and that the gameplay is relatively simple.

The survivors of DR1 did play a major role in the backstory of DR2, but they didn't show up until the final chapter, and ultimately the story was about the other characters that were introduced in DR2, NOT Naegi and co.
